Mark's substantive tax law experience began in 1969 in the Corporate Tax and Reorganization Branch of the Internal Revenue Service where he issued rulings on corporate tax matters. Since joining the Firm in 1973, Mark focuses primarily on corporate tax and transactional issues for insurance and other financial service clients and also works on consolidated return, financial product, reinsurance and other transaction matters. He specializes in the tax issues where corporate taxation rules intersect with insurance taxation principles. He has advised major corporations on acquisitions and dispositions of insurance companies, blocks of insurance and other businesses. On behalf of trade associations and corporate clients, he has led efforts for the issuance of tax regulations on consolidated return, I.R.C. § 338, and other corporate tax matters. His tax planning practice has resulted in many landmark rulings by the IRS on insurance acquisition matters. Mark is the Founder and Co-Coordinator of the Insurance Tax Seminar, the largest professional tax law conference involving the insurance industry, which began in 1988. From 1986 to 1988, he served on the IRS Commissioner's Advisory Committee.
