Peter has over 30 years of substantive tax experience, beginning with four years in the Refund Litigation and Interpretative Divisions of the Internal Revenue Service. He came to the firm in 1979 and concentrates on audit and controversy work and the tax issues that affect insurance companies. Peter is the lead counsel on several pending cases involving insurance company taxation. He also is involved in tax planning issues and has extensive knowledge on issues involving insurance reserves, reinsurance, valuation, accounting and other tax issues involving insurance companies. He has served as an expert witness on insurance tax matters in litigation and in proceedings involving insurance company tax issues, and is a frequent speaker and writer on insurance tax issues. Peter is the founder of the Withholding Information Network, providing information on reporting and withholding issues relevant to the insurance industry. Peter also has represented the insurance industry on the IRS Information Reporting Program Advisory Committee. He is a member of the Editorial Board of Taxing Times, a newsletter published by the Taxation Section of the Society of Actuaries.
