Scribner, Hall & Thompson, LLP, was founded in 1961 by Fred C. Scribner, a former Undersecretary of the Treasury, and Leonard W. Hall, a former Congressman from New York, both now deceased, and became a tax practice in 1965 with the arrival of Thomas C. Thompson, Jr., from the staff of the Joint Committee on Taxation.
All the Firm's partners have worked in at least one federal agency responsible for tax matters, including the United States Treasury Department's Office of Tax Legislative Counsel, the Chief Counsel's Office of the IRS, the Staff of Congress' Joint Committee on Taxation, the Tax Division of the Department of Justice, and the United States Tax Court. The Firm's attorneys speak and write on tax topics on a continuing basis and are recognized nationally for their tax expertise, particularly relating to insurance companies and their products. In addition, the attorneys have served by appointment on the IRS Commissioner's Advisory Group and on the IRS Information Reporting Program Advisory Committee.
The Firm has represented members of the insurance industry and their affiliates for more than 40 years and has been lead tax counsel on many significant insurance industry tax projects. The Firm's clients are principally large corporate groups, domestic and foreign, chiefly in the insurance and financial services industries. The practice encompasses tax planning and controversy work.
